CIO-SP3: New version of IT acquisition vehicle ready soon

IT chiefs will soon have a new updated model of the National Institutes of Health Information Technology Acquisition and Assessment Center’s (NITAAC) governmentwide acquisition contract (GWAC) vehicle as the agency prepares to award two multibillion dollar contracts for IT goods and services.

NITAAC will be replacing its CIO Solutions and Partners (CIO-SP2), which is set to expire this year, with the CIO-SP3 iteration, and also launching a CIO-SP3 small business contract. Each of the 10-year, multiple-award contracts has a $20 billion ceiling for indefinite quantities and deliveries, and is open to any federal agency for IT purchases.

The contracts should be available this summer for contracting officers to start using, said Robert Coen, deputy program director at the NITAAC GWAC program.

The small business GWAC will create a special conduit for those agencies seeking to place IT orders through their set-asides for those smaller companies, such as the service-disabled veteran-owned and historically underutilized business zones set-asides, according to NITAAC officials. “A lot of agencies need to work along those small business goals and this would be a way that they could do that,” Coen said.

Both of the new contracts will include task areas, such as software development, enterprise management systems, digital government, critical infrastructure protection and information assurance, integration services, IT operations and maintenance, outsourcing, imaging, CIO support, and IT services for biomedical research, health sciences and health care.
