Central Command looks to private sector for joint cyber planning

In an effort to shore up cyber defenses across government, a cross-agency effort is interested in procuring joint cyber planning services for the U.S. Central Command. In a recently published synopsis/solicitation  Centcom looks to further its efforts to integrate theater-level campaign constructs with the Defense Department and other agencies—the solicitation, in fact, was issued by the General Services Administration, along with the Joint Cyber Planning Services, which is tasked with leading the charge toward full-spectrum cyber operations.

Among various and disciplines the solicitation describes, contractors should be able to fulfill tasks associated with strategy, plans, policy support services, operational planning, coordination, integration and deconfliction support.  

The solicitation is looking for contractors with expertise in the full range of cyber defense, offense and operations, everything from preparing policies to carrying out cyber responses to attacks.

More specifically, among an amalgam of requirements, contractors should:

• Provide onsite expertise and support, via analyses and recommendations, for high-priority combatant command implementation and planning efforts involving joint, interagency and multinational actors for full-spectrum cyber operations, to include cyber intelligence, surveillance and reconnaissance (ISR), cyber operational preparation of the environment (OPE), offensive and defensive cyber operations, cyber deterrence, preemptive cyber options, defensive cyber operations- response actions, and DOD Information Network operations.
• Provide expertise and support in the evaluation and analysis of national, DOD, Central Command, Cyber Command, Joint Force Headquarters-Cyber (Army), Central Command partners, coalition, and interagency policies and programs.
• Provide onsite expertise with over 10 years’ experience in non-kinetic operations in order to support cyber operations target development, effects and fires effects options, and battle damage assessments for use against kinetic and non-kinetic objectives, mitigation against non-lethal effects and response actions, and fires coordination, deconfliction, integration and direction for full spectrum cyber operations.
• Provide onsite expertise to conduct cyberspace planning to enable Information Operations, to include Military Information Support Operations, Electronic Warfare, Deception and Special Technical Operations.
