Col. Brad Hoagland is a Federal Executive Fellow at the Brookings Institution’s Center for 21st Century Security and Intelligence. An Air Force officer with 23 years of service, he most recently served as the director of operations for the White House Military Office, where he led the Presidential Emergency Operations Center as well as the White House’s Airlift Operations division, which provides air transportation supporting the President, Vice President, First Lady, Cabinet members and other senior government officials. He has commanded a C-130 squadron in Little Rock, Arkansas and Balad, Iraq, and has served as HQ US Air Forces Europe’s chief C-130 evaluator pilot, HQ Air Mobility Command’s C-130 programming officer and executive officer to the Director of Plans and Programs, and the Chief of Airman Development for HQ Air Mobility Command’s Directorate of Manpower and Personnel. Hoagland is a command pilot with over 3,400 hours in the T-37, T-38, T-1A, and C-130E/H3. He also has 298 combat hours in support of Operations Joint Endeavor, Joint Forge, Allied Force, Enduring Freedom, and Iraqi Freedom. He is a graduate of the United States Air Force Academy with a Bachelor of Science in civil engineering, and holds a master’s degree in engineering and environmental management from the Air Force Institute of Technology. He is also a graduate of the Army’s Command and General Staff College and holds a Certificate in Public Leadership from Washington University’s Olin Business School in St. Louis (partnered with Brookings Executive Education).
