Heather Williams is a Senior Policy Researcher at the nonprofit, nonpartisan RAND Corporation, where she focuses on ideological extremism and counterterrorism, Middle East regional issues, and intelligence policy. She spent 12 years in the U.S. intelligence community, nine of those as a Department of Defense civilian including three overseas tours supporting Special Operations Forces counterterrorism operations.
