Tom Hawkes is a fellow in the Blue Horizons program at the U.S. Air Force's Center for Strategy and Technology. A graduate of the Air Force Weapons School, he has more than 2,300 hours as an Electronic Warfare Officer in the RC-135V/W Rivet Joint.
